What is ROTL?

Release on Temporary License (ROTL) is a powerful initiative designed to support the rehabilitation of individuals nearing the end of their prison sentences. Through this scheme, carefully vetted prisoners from open prisons are given the opportunity to work externally during the day and return to custody each evening.

This scheme is built on the principle that employment is a key pillar in successful rehabilitation. The initiative is ideal for various employers within the Construction sector - spanning national contractors to regional subcontractors - where dependable, hard-working talent is in constant demand. There are many roles that can be filled through the ROTL scheme, including General Labourers, Groundworkers and much more.

Where do we cover?

We currently support ROTL placements across key regions with high demand in Construction:

  • Lincolnshire
  • Derbyshire
  • Nottinghamshire
  • Yorkshire

These regions are home to several open prisons actively involved in the scheme, offering access to a pool of ready-to-work candidates who are eager to contribute, learn, and build a future.

Why employers choose ROTL candidates

Hiring through the ROTL scheme offers a blend of practical, commercial, and social benefits, making it an impactful and reliable way to strengthen your workforce.

  • Social Impact That Matters: Partnering with the ROTL scheme means you're not just filling a vacancy, but you’re contributing to a positive, high-impact social initiative. Supporting the rehabilitation of prisoners has a lasting effect on individuals, families, and communities, and your business plays a vital role in reducing reoffending through real opportunity. This is a powerful way to embed social value into your recruitment, enhancing your business’s CSR credentials.
  • Reliable & Present: ROTL candidates consistently demonstrate exceptional attendance. With transport to and from your site an option as part of the scheme (varies by location), you can count on punctuality and day-to-day reliability. Illness reporting is managed through the prison system, meaning absenteeism is significantly lower than average.
  • Focused & Distraction-Free: Candidates on ROTL do not have access to mobile phones or personal devices during working hours, creating a more focused and productive work environment, free from the distractions that can impact performance in traditional settings.
  • High Motivation & Work Ethic: Every participant is carefully selected and must earn the opportunity to work outside of prison. As a result, these individuals are highly motivated, respectful, and passionate about proving themselves. Many are actively looking to rebuild their lives through meaningful employment and bring a level of commitment that’s hard to find in today’s tight labour market.
