Procurement Specialist

(3 Month Fixed Term Contract)

£30,000 - £34,500

Birkenhead, Wirral

Monday - Friday, 9am - 5pm

We are looking for an experienced and driven Procurement Specialist to deliver high quality proactive procurement services across the public sector. The ideal candidate will have a proven track record of tendering across the public sector and will demonstrate excellent planning and organisational skills.


  • To deliver high quality proactive procurement services to support all departments in delivering its strategic aims and objectives and in achieving best Value for Money through all its procurement activity
  • To maintain a high level of procurement and market intelligence to assist in providing the best procurement advice and guidance to key stakeholders within the business
  • To provide sound procurement advice and guidance to staff and associates
  • To work with key stakeholders to ensure that procurement plans are in place and provide them with procurement timetables to enable the planning and scheduling of procurement projects
  • To work with key stakeholders to create compliant RFQ/ SQ/ Invitation to tender documents which meet the needs of the business
  • To implement, embed and utilise ML's e-procurement portal in order to enhance service delivery and ensure transparency, and equal opportunity, in compliance with the Public Contracts Regs
  • To lead the procurement of a wide range of procurement projects for supplies, services and works
  • To draft in liaison with technical leads, Specifications of Requirements and associated tender documents
  • Leading tender moderation meetings ensuring the consensus view is recorded and reflected
  • To advise and draft ML Contracts using ML Standard Forms of Contract or other industry standard
  • To respond to procurement enquiries from external suppliers
  • Management and Training and development of 1 x Procurement Assistant


  • Proven experience in a procurement role in the procurement of a range of goods, services and works as applicable to the public sector
  • Knowledge of OJEU compliant procurement projects in line with the Public Contracts Regulations
  • Experienced within drafting of /challenging specifications, determining evaluation criteria and scoring methodology, evaluation of SQ & tenders, contract award and debriefing
  • CIPS qualified or working towards (highly desirable)
  • Can demonstrable skills for forward planning, meeting deadlines and problem solving in meeting service delivery
  • Excellent communication skills with experience of engaging with internal customers and stakeholders at all levels of the business
  • Self disciplined, highly motivated with a personal drive to complete tasks to required timescales and quality standards
  • Highly organised, with an eye for detail
  • Ability to prioritise and manage own workload
  • Excellent written and oral communication skills
  • A team player who interacts with people at all levels
  • Ability to positively adapt to change and work with others to implement change
